Executive Summary

Dr Lee Toong Chow is the founder and Managing Director for Info Kinetics Sdn Bhd/ Gleneagles Hospital Clinical Research Centre, Malaysian first Clinical Research Organisation (CRO) specializing in early phase clinical research, with the first OECD Good Laboratory Practice (GLP) accreditation and ISO 17025 bio-analytical lab, still the only European EMA and USA FDA accredited clinical research centre in Malaysia and ASEAN, with its full flesh clinical research facility within several private hospitals in Penang.

Dr Lee currently is the Visiting Consultant and Adjunct Assoc Professor in several universities. In 1997, Dr Lee returned to Malaysia to head a local new R&D Pharmaceutical company.  In 1999, he joined University Malaya Medical Centre to set up the technically intensive Clinical Investigation Centre. The first Clinical Research Unit in Malaysia.

As a researcher and academician, Dr Lee was responsible to propagate postgraduate training in medical research and pharmacokinetics studies. Dr Lee is involved as faculty member for conference and seminar. Dr Lee reviewed peer journal paper for Pharmaceutical Research, Br J Clin Pharmaco, Clin Pharmacokinet, and J Chromatogr B.  Dr Lee is also a member of several research and professional bodies. Of which he is very active as founding member and Past  President , for The Society of Clinical Research Professionals Malaysia. 

Dr Lee has served in various technical working groups under Ministry of Health (MOH) and Ministry of Science, Technology and Innovations (MOSTI) in the area of clinical research and Biomedical/pharmaceutical industry. He has been appointed by National Pharmaceutical Control Bureau (NPCB, now National Pharmaceutical Regulatory Agency, NPRA) of MOH as Technical Committee Chairman for Bioequivalence (BE) Guideline. Dr Lee has been nominated by Malaysian regulatory authority to ASEAN Consultative Committe on Standards and Quality (ACCSQ) Pharmaceutical Products Working Group (PPWG) since 2003 for ASEAN BE harmonisation and implementation. More recently as advisor to Taiwan Ministry of Health and Welfare. He is also the national council member for the MyGLPC under Department of Standard, MOSTI. 

Dr Lee has a short secondment as special officer to Minister of Health from 2009 till 2011. In 2010, he was appointed by Performance Management and Delivery Unit (PEMANDU), Prime Minister’s Department as committee member for drafting Healthcare, New Key Economic Area (NKEA) and Entry Point Project (EPP) under the Economic Transformation Programme (ETP).
